McGrath later worked on Hogan’s successful gubernatorial campaign in 2014 as the director of Lawyers for Hogan and overseeing early voting and Election Day operations.
Hogan Administration
John McGrath was a senior advisor and liaison to the Maryland Board of Public Works for many years. In December 2016, he became the Director of the Maryland Environmental Service.
During his time in office, he used state money for his own expenses and got payments for doing a good job. He quit as chief of staff in August 2020 because of a scandal about his severance pay.
The Maryland Environmental Service gave him a $238,250 severance package that included a year’s salary. In a private online meeting, the agency’s board of directors agreed to make the payment.
Later, Democratic Party leaders questioned the meeting and the payment. The Joint Committee on Fair Practices and State Personnel Oversight started looking into the payment right away.
They held hearings and put out a report about what they found out about McGrath. The report said that McGrath broke state rules about hiring and firing employees, got questionable reimbursements, and lied about how his severance payment worked.
The committee asked the Maryland Environmental Service to go to court against him in a civil case. The Maryland Environmental Service Reform Act of 2021 was introduced in December 2020, and Governor Hogan signed it into law in April 2021. It changed how the agency is run and who is in charge of it.
Former Mes Director Indicted | Pleads Not Guilty

On October 5, 2021, McGrath was indicted by a federal grand jury on charges of wire fraud, misconduct in office, and improper use of state funds. He pleaded not guilty to the charges in November 2021.
Claims of Governor’s Support
In November 2021, McGrath released text message conversations between him and Governor Hogan in which Hogan expressed support for McGrath’s severance package. However, Hogan’s spokesperson disputed the authenticity of some of the emails released by McGrath.
Superseding Indictment | Trial Delay
In June 2022, a superseding indictment was issued against McGrath, alleging that he had forged a memorandum from Hogan that approved his severance payment. McGrath’s trial was scheduled for March 13, 2023, but was delayed from its original date of October 24, 2022.
Arrest Warrant | Death
McGrath failed to appear in court for the beginning of his trial in March 2023, prompting a warrant for his arrest. On April 3, 2023, agents of the Federal Bureau of Investigation sought to arrest McGrath in Farragut, Tennessee, firing at him.
He was shot, arrested, and taken to a local hospital, where he died. The FBI subsequently opened an investigation into McGrath’s death.
